Over the years I have plucked and now the hair wont grow back. I need to know what do I buy to brush in the color that I want instead of using a pencil?What is the proper way to apply an eyebrow color to the eye brows without making them look FAKE!!!!!!?

Agreed. A brush makes eyebrow colour look a lot more natural than a pencil. You have two options really:
1) Buy an angled brush and a dark eyeshadow (whatever colour suits your natural brows) and do it that way.
2) Buy a proper eyebrow kit - Urban Decay do one, I think it's called 'Brow Box' and there are about 4 different colour sets to choose from. They also come with a little wax pot which helps to keep your brows in place throughout the day.
All you do is get some colour on the end of your angled brush and slowly build it up. Start on the sections that need the most colour (e.g. extending the ends of yours brows) and then go to fill in other parts, for example I have a small patch in my left brow where no hair seems to grow so you can fill that in after all.

Well, I don't wear makeup. Not anymore. Just every once in a while on special occasions. But anyway, I heard the best way to do it is to apply a thin line into the same shape as your eyebrow, then get a Q-tip or smudger and smudge it until it is where you want it to be. Smudging it will help make it look more natural.
Put the eyeline on your eyebrows, then stroke your eyes brows once or twice with an un-used mascara brush (you can buy one at your local pharmacy).

You could use a brown eye shadow to gently put on color.
