People who change there color of there eye. On a picture. How do they do that?

So you know how people can change the color of there eye. To like purple, red, blue, or any other color. And then change everything else around theme black and white. Well I know how to do the Black and White part. But IDKAYY how to change the color of your eye. Please Help!!!! I really want to know!!!!People who change there color of there eye. On a picture. How do they do that?
If this is photoshop, then:





1. Open your image


2. If its not black and white, change it to black and white


3. Zoom in so you have a good view of the eye


4. Make a new layer by going to the Layers area on te right hand side and clicking on the new layer button.


5. Select the pen tool and click around the eye until there is a line going all the way around the eye. You don't have to worry about excluding the pupil.


5. Right click inside your line and choose ';Make selection...'; and type in 2 in the feather radius area. You should have a dotted line around the eye.


6. Go to Image, then Mode and click on RGB color. You will now be able to work with colour.


7 Pick the colour you want in the colour area.


8. Use the paint bucket, and click inside your eye selection.


9. In the layers panel, use the drop-down list and select soft light. You can also do overlay, it makes the colour brighter. This will make your colour look like real eye colour.


10. Click Ctrl+d to quit you selection. You now have a colourful eye. Make another layer and do the same to the other eye.
