Well, for example, here in the middle of South Dakota, 99% of people have dark blonde/light brown hair or lighter and blue/grey/or green eyes... Rarely do I see jet black hair and brown eyes. But no, your DNA determines these things. However, north western europe (Germany, Norway, England, Denmark, Etc) and the upper-mid west of the USA tend to have light hair/eye/skin colors than the rest of the world.

That depends on how long your family have lived in that area (I mean thousands of years). People living near the equator naturally have more pigment in their skin (dark skin, hair, and eyes) to protect themselves from the sun's rays. People living in colder regions naturally have more body hair and retain fat to help keep them warm. These changes happen over several hundren years not just if you move somewhere warmer or colder and expect to have a child with drastically different hair/eye/skin color than you. So, the answer to your question is YES it definitely determines your hair and eye color. It's not as noticeable now since we have means of moving around quickly and people whos family used to live in one arera have now moved to other ares.
